STI and HIV/AIDS Treatment and Care Specialist The Ministry of Health of the Democratic Republic of Timor-Leste is implementing National HIV/AIDS program with funding from the Global Fund. Current efforts to fight HIV/AIDS focus largely on prevention, with BCC activities and enhanced condom access targeting the most-at-risk-groups (MARGs), namely female sex workers (FSWs), men who have sex with men (MSMs), clients of sex workers, and the national police and armed forces. Linked to the outreach activities are services to improve diagnosis and treatment of sexually transmitted infections (STIs) and voluntary counselling and testing (VCT) with emphasis on access to free or affordable non-stigmatizing confidential care for high risk groups and their partners as well as people from general population. Individuals with treatment needs are provided free antiretroviral therapy at a semi-private clinic as well as at the Government Hospitals. Ministry of health has been updating the existing health services delivery systems and training the health workers to manage and implement the HIV/AIDS and STI services. The country has a National Hospital and five other referral hospitals in different district with tertiary level facilities including services for VCT, PMTCT, ART and Enhanced Syndromic Management of STIs whereas there are 59 Community Health Centers (CHCs) at district and sub-district levels that offer syndromic management of STIs. National HIV/AIDS Program has developed guidelines and protocols for VCT, PMTCT, ART, and STI Management. The Program is now in the process of setting up a quality assurance and quality improvement system for these services to make sure that the National Guidelines and Protocols are followed and high quality STI and HIV/AIDS treatment and care services are provided to the target populations. Job Summary: This international specialist will play a key role across the HIV/AIDS Program providing management and clinical inputs to the National HIV/AIDS Program and support to Sub-Recipients (SR). This position will focus on providing guidance, strategic direction and capacity development for the whole range of clinical services related to STI and HIV/AIDS prevention, care and treatment. The Specialist will also mentor the establishment, management, implementation and quality assurance/quality improvement (QA/QI) of all clinical and diagnostic services including blood safety, testing, TB /HIV, STI, opportunistic infections, PMTCT, PEP, ART, and health and nutrition aspects of people with HIV/AIDS. The STI and HIV/AIDS Treatment and Care Specialist will work closely with other technical advisers and provide mentoring, coordination and supportive supervision to the following staff positions and technical assistance - Technical Officer, STI - Care and Support Technical Assistant - Technical Officer, Blood Safety - Technical Officer, VCT and Laboratory - Health Workers, PMTCT - Short term HIV Testing Specialist - Short term Blood Safety Specialist - Short term ART Specialist Specific tasks include: - Participate in planning and implementation of National HIV/AIDS and STI Program and strategies as a member of the HIV/AIDS Unit Management Team - Review and revise National Guidelines and Protocols for STI, PMTCT, ART, PEP and develop minimum standard guidelines for them. - Conduct assessment of STI, PMTCT and ART service facilities, assist in setting up/renovate of those facilities and train service providers to ensure establishment and minimum standard of these services. - Develop systems procedures for quality assurance and quality improvement (QA/QI) of regular clinical services for STI, PMTCT and ART. - Ensure that existing and new health staff in all Government set up have received adequate training to provide STI and other necessary services related to HIV/AIDS - Provide technical support for establishing and monitoring provider initiated testing and counseling (PITC) services for HIV at the ANC, TB-DOT, STI and other clinical set ups. - Provide ongoing technical support for ART, adherence to treatment protocols, and setting up and maintenance of ART observational database. - Support reviewing and updating National Guidelines and protocols for post exposure prophylaxis (PEP) and ensure that necessary drug, equipment and trained personnel are in place for its implementation. - Coordinate with other Technical Assistance personnel in the conduct of Program activities as specified in the Program Implementation Plan (PIP). - Support and coordinate effective monitoring and evaluation of Program activities as assigned in the PIP and M&E Plan. - Facilitate development of local capacity in the implementation of STI and HIV/AIDS Programs. - Propose, develop, coordinate and conduct training as scheduled in the PIP and where required to achieve programmatic objectives of the National HIV/AIDS Program. - Perform any other tasks consistent to the role of this position as agreed with the National HIV/AIDS Unit or as assigned by the supervisor. Qualifications & Experience - Medical degree from a recognized institution and/or Master of Public Health or equivalent qualification with definitive expertise in HIV/AIDS. - Demonstrated experience in the delivery of Technical Assistance in STI and HIV/AIDS - Program Management and or Capacity Building experience in a similar Program/Project. - High level English language both spoken and written is essential. - Language skills in Tetun, Bahasa Indonesia and Portuguese will be added advantage. - Experience of working in cross-cultural teams and sensitivity to cultural, gender and sexuality issues that arise in the implementation of HIV/AIDS programs, particularly those targeting most at risk groups.
